It is part of the memorial complex, which was erected in honor of the liberation of the city from German invaders during the Great Patriotic War. The stele was erected in 1983, its height is 72 meters. The top weighing 100 tons is made in the form of a ship's bow. On one side of the stele is decorated with the figure of the goddess of victory Nika, and on the other side is the image of the Order of the Patriotic War.
